I use fruity loops when I want to make a new instrumental, but I dont know how to spread sounds. Help please?

For those who use Reason, think about Malstrom. On the bottom right hand side you can see it includes the "Spread" effect. How can I use that effect on .wav sounds on Fruity Loops? Is there any plug-ins out there that I can use? Is there anything included with Fruity Loops that I can use? Please help me out.
