Do you mean like the soundbanks Reason uses? Unless the newest version is different, FL Studio doesn't work like that. The sounds are made by the plugins that come with the program.
If you want more sounds, you can either use external plugins (VST, or DX) or soundfonts. Try http://www.kvr.com for all things related to plugins. There are a ton of freeware VST plugins available for download. Soundfonts make use of FL Studio's soundfont player. They are about as close to "sound libraries" as you can get. These, too, can be downloaded for free (try http://www.hammersound.net).
