If you were to put an innoculating loop directly into a flame immediately after using it to start a liquid culture for example, the superheating of the liquid would cause the material on the loop to essentially "explode" into droplets as some of the liquid was rapidly heated. Heating from the base of the wire near to the handle, gradually heats up the wire, causing the bacteria laden solution to warm more gradually, this way there is a much reduced chance of actually superheating the liquid and causing it to splatter instead of being vaporized.
